Ash-Shaykh Bin Baz rahimahullah was once asked:

 هل يجب على العامي أن يكفر من قام كفرع أو قام فيه الكفر ؟

"Should layman (not Ustadz let alone Qadhy) have to takfir people who do kafir or kufur in that person?"

he replied,

 إذا ثبت عليه ما يوجب الكفر مفره ما المانع ؟

"If it is proven that there is something that requires the perpetrator to be an kafir, then this layman premissible to do takfir to that person. What is stopping him from not to do takfir?"

This is contained in Subulussalam, Syarah Kasyfus Syubuhat and listed in the writings of his students in the book Aqwal Ash-Shaykh Bin Baz fil'udzr bil Jahl page 43 (taqdim Ash-Shaykh Shalih Al-Fauzan hafizhahullah)

Asy-Shaykh Muhammad bin 'Abdil Wahhab rahimahullah even praised the Arab Bedouin who had just study and get to know nullfiers of Islam when this Arab Bedouin do takfir to religious guidance of his people who actually taught to kufur, please read the end of his risalah sittatu mawadhi' minas sirah.
